Eligibility check
First a free pre-screen with a few questions on WhatsApp, then a firm check with your tax certificate, registry record and status document.
KOSGEB registration and Business Declaration
We guide you screen by screen through KOSGEB registration on e-Devlet, the Business Declaration and the free entrepreneur training; you carry out the steps and we never ask for your password.
Business plan sections
We write the business plan sections of the form (entrepreneur and business, products and services, target market, equipment and staff) from your information and send them for your approval.
Pre-submission check
Before the form goes into the system we run every condition and section through a checklist; if KOSGEB asks for corrections, we revise the text with you.
Business Development: budget and project document
Project topic and rationale, goals, risks, activity timeline, expense list and expense-activity links; budget table with the 80% support and own contribution, document list, video script and jury presentation text.
You supply the figures
Every figure, date and name in the file comes from you and goes in only with your written approval. A false declaration leads to the support being clawed back, so we never embellish numbers.

We ask what you do, when you were founded and a few conditions. If they do not fit, we say so plainly.

Firm eligibility with documents
We confirm the conditions with your tax certificate, registry record and status document, re-checking the latest directive revision for every file.

Registration and training
We complete KOSGEB registration, the Business Declaration and the free entrepreneur training with you step by step.

File text and approval
We collect your information through questions, write the sections and send them for approval; nothing you have not approved goes in.

Pre-submission check
After the final check you enter the form with your e-Devlet login and press "Confirm application" yourself. The decision is KOSGEB's.
Who it is for
Information follows the 5 October 2026 revision of the KOSGEB Entrepreneur Support Programme Directive (checked on 4 November 2026).
Business Start-up Support (non-repayable)
Newly founded businesses in a KOSGEB-supported sector whose entrepreneur is under 35, a woman, disabled (40% or more), a veteran or a first-degree relative of a martyr. Apply within 1 year of founding; businesses founded on or after 16 December 2024 can apply until 31 December 2026. The entrepreneur must not have owned another sole proprietorship or held 25% or more of a company in the 3 years before founding, and must be able to represent the business alone. The support is 1 gross minimum wage every 3 months, up to 8 periods.
Business Development Support (repayable)
Manufacturing (NACE C) or telecom, software, IT and R&D businesses with codes 61, 62, 63, 72, in their first 3 years. 80% of expenses, up to 2,250,000 TL (250,000 TL more for young, women, disabled, veteran and martyr-relative entrepreneurs); collateralised and repayable. Applications open in announced call periods.
Who it is not for
Businesses not yet founded, Start-up applicants who do not meet the entrepreneur condition, expired or previously rejected applications, and sectors outside KOSGEB's list (real estate, law, accounting, veterinary, doctors and clinics, courses, coffee houses and bars, agriculture). In that case we will not put you through an application.

- For Business Development: collecting supplier quotes, video filming and attending the jury (the entrepreneur presents in person)
- Period monitoring, payment requests and final report after Business Development Support is won (separate service)
